What Is a Certificate of Fitness?

Under the Merchant Shipping (National Small Vessel Safety) Regulations, 2007, all qualifying vessels must be inspected annually and issued a Certificate of Fitness (COF). Think of it as a roadworthy certificate for your boat — without it, your vessel is not legally permitted on public waterways in South Africa.

Who Needs a Certificate of Fitness?

A COF is required for:

  • All vessels with an engine larger than 15HP
  • All vessels longer than 3 metres
  • Power boats, motor boats, and motorised fishing craft
  • Jet skis and personal watercraft (PWC) in qualifying categories

What is a Certificate of Fitness (COF)?
A Certificate of Fitness is the official certification that declares your vessel is seaworthy and meets all South African safety standards under the Merchant Shipping (National Small Vessel Safety) Regulations, 2007. It is the vessel's equivalent of a roadworthy certificate. Without a valid COF, your vessel is not legally permitted on public waterways.
Which vessels need a Certificate of Fitness?
All vessels with an engine larger than 15HP or longer than 3 metres must have a valid Certificate of Fitness. This includes power boats, motor boats, and most motorised craft used on dams, rivers, and public waterways in South Africa. Jet skis and personal watercraft are also required to comply.
How long is a Certificate of Fitness valid?
A Certificate of Fitness is valid for 12 months from the date of issue. It must be renewed annually by a SAMSA-authorised surveyor. Operating a vessel with an expired COF is a legal offence.

What happens if my vessel fails the inspection?

Do I need a COF to sell my vessel?
Under South African law, a seller must either provide a valid COF or make full written disclosure of non-compliance to the buyer. Selling a non-compliant vessel without disclosure is illegal. Having a current COF significantly strengthens the sale of any vessel.
