Can You Drive a Jet Ski Without a Skippers License?

The Short Answer: No — in Most Cases

In South Africa, a jet ski — or Personal Watercraft (PWC) — is classified as a vessel under the Merchant Shipping Act. If the engine output meets or exceeds 15kW (approximately 20HP), the operator is required to hold a valid skippers license.

Virtually all modern jet skis and PWC models exceed this threshold significantly. If you're operating a jet ski on public waterways in Gauteng — or anywhere in South Africa — you almost certainly need a skippers license.
